FAT system
I am going to convert hand held times by just adding .24 secs. 
For qualifying purposes only, hand held times are changed to FAT by rounding up to
tenths and then add .24 sec.
Example-18.12 time-round up to 18.2-now add .24-post time of 18.44 sec.
